PORT MORESBY (ILO News) – The Department of Labour and Industrial Relations (DLIR) and the International Labour Organization (ILO) have conducted a rapid assessment of Papua New Guinea’s labour inspection system.

Conducted under the Australian Government-funded Labour Governance Project, the assessment examined inspection processes, institutional arrangements and operational practices at national and provincial levels.

In August 2026, a joint DLIR–ILO team visited Lae, Mt Hagen, Kimbe and Port Moresby, consulting Provincial Labour Office staff and conducting site visits in the fishing, agriculture and manufacturing sectors.

The assessment examined staffing, record-keeping, inspection case management and the flow of information between provincial labour offices and DLIR headquarters. Discussions with labour inspectors and provincial officers also provided insights into the practical challenges and strengths of delivering inspection services across the country.

The findings are being analysed and will inform recommendations to strengthen inspection coverage and coordination and support the development of a more effective labour inspection system aligned with international labour standards.

“This rapid assessment gives us a clear and evidence-based picture of how labour inspection works on the ground. It is a critical step towards a stronger, more efficient labour inspection system for Papua New Guinea,” said Francis Hau, Deputy Secretary, Industrial Relations and Compliance, DLIR.

Mr Hau acknowledged the ILO’s technical support and funding from the Australian Government through the Department of Foreign Affairs and Trade (DFAT).

The findings, together with a parallel review of Papua New Guinea’s labour legislation, will inform future efforts to strengthen labour administration and inspection.

The assessment forms part of the Labour Governance Project, implemented by DLIR and the ILO with funding from the Australian Government through DFAT. The project supports efforts to strengthen labour institutions and promote effective labour governance in Papua New Guinea.
